What is Outpatient Emergency Care Benefit or OECB?
The Outpatient Emergency Care Benefit (OECB) is a package from PhilHealth that helps cover the cost of emergency treatment even if you’re not admitted to the hospital.
This means if you go to an accredited hospital’s Emergency Room, like St. Elizabeth Hospital, for a qualified emergency case, PhilHealth will shoulder the cost of your care under this benefit.
With OECB, you can receive timely emergency medical care without the need for admission, making it easier, faster, and more affordable to get help when it matters most.
Who Can Avail?
All PhilHealth members and their qualified dependents can use OECB, as long as they meet the criteria for emergency care.
What Conditions Are Covered?
If you or a loved one are experiencing any of the following symptoms or emergencies, you may be eligible for OECB coverage at our Emergency Room Unit:
- Sudden change in vision or hearing
- Weakness or extreme tiredness
- Dizziness or lightheadedness
- Palpitations or irregular heartbeat
- Persistent vomiting or diarrhea
- Swallowing something you shouldn’t (foreign body)
- Difficulty in swallowing
- Fever or chills
- Burns or Rashes
- Mental health emergencies
- Non-traumatic related bleeding
- Change in Sensorium or level of consciousness
- Change in gait
- Elevated blood pressure
- Seizures
- Severe headache
- Chest pain
- Difficulty of breathing
- Swallowing harmful substances or suspected drug ingestion
- Abdominal pain or enlargement
- Severe pain from any cause
- Non-stop or Inconsolable crying in infants or toddlers
- Pregnancy-related emergencies or women’s health emergencies
- Cases involving sexual assault
